We are seeking a Senior Learning & Enablement Specialist to support a federal software modernization initiative focused on improving workforce readiness, software adoption, and user proficiency across a complex application environment.
This role is ideal for an experienced learning professional who understands that successful technology training goes beyond course development. The right candidate can analyze user needs, design practical learning solutions, build reusable enablement resources, and help organizations create sustainable approaches to workforce adoption.
WHAT YOU'LL DO

Conduct training needs assessments and learning gap analyses to identify workforce readiness and adoption requirements.

Design blended learning strategies that may include instructor-led, virtual instructor-led, self-paced, and performance-support solutions.

Develop scenario-based, mission-relevant training that allows users to practice realistic workflows and build proficiency.

Create and standardize curricula, facilitator materials, Quick Start guides, job aids, reference materials, and other user enablement resources.

Help establish repeatable training and enablement standards, processes, templates, and toolkits.

Facilitate workshops and discovery sessions with operational users, subject matter experts, product teams, and organizational stakeholders.

Develop approaches for onboarding and continuing education that support both immediate implementation needs and long-term workforce readiness.

Partner with UX, program management, product, and technical teams to ensure training reflects actual user workflows and evolving product capabilities.

Help define measures of training effectiveness, adoption, proficiency, and readiness.
WHAT WE'RE LOOKING FOR

7+ years of progressive experience in instructional design, learning and development, workforce enablement, organizational learning, or a related discipline.

Demonstrated experience designing and delivering instructor-led, virtual, self-paced, and blended learning programs.

Strong knowledge of adult learning principles, instructional design methodologies, performance support, and training evaluation.

Experience developing scenario-based learning, job aids, Quick Start guides, curricula, and facilitator materials.

Ability to translate complex software processes and technical concepts into clear, practical learning experiences.

Exceptional facilitation, communication, writing, and stakeholder-management skills.

Experience working with subject matter experts and multidisciplinary product or technology teams.

Bachelor's degree in Instructional Design, Education, Organizational Development, Learning Sciences, Communications, or a related discipline, or equivalent professional experience.
PREFERRED
Experience supporting federal government, public-sector, defense, homeland security, enterprise software implementation, change management, or technology adoption programs.
ADDITIONAL REQUIREMENTS
Candidates must be able to satisfy applicable client background, suitability, credentialing, and facility-access requirements and be able to travel periodically to Kearneysville, West Virginia and other customer locations as required.
